Indian companies should be encouraged to set up manufacturing plants preferably as joint venture companies in Pakistan. Those companies in Pakistan should be insured against political violence and nationalization in Pakistan as Indian companies need some guarantee against violence and nationalization. Government of India should also have some equity participation in those companies through institutions like Exim Bank of India. Indian banks should also be encouraged to lend to these companies. India should first encourage Indian industrialists to talk to their counterparts in Pakistan by organizing visits, meetings, conferences etc. It should be left to the Pakistani industrialists to persuade their government to permit them to have cooperation with the Indian companies. The Government of India should take this course in addition to interaction through diplomatic channel for normalizing relations between the two countries. Pakistan may slowly change its stand on resolving border issue first, if the business communities of the two countries find cooperation useful for the development of Pakistan.
