Corruption at official level can be eliminated if office procedure is modified. If applicants are asked to send applications by post(also by email, fax etc.) and the officials seek additional information etc by correspondence and applicants also supply information etc. by post chances for corruption will be removed. There should be no personal contact between officials and applicants.
If a matter requires “No objection certificates” from other offices, the approval issuing officials should get the same from other offices and the applicants should not be asked to approach different offices. If it is felt that government should not take additional work and appoint additional staff, the services can be charged/charged extra and the additional expenditure can be met from the charges/additional charges for the services.

Profits, salaries,wages,prices,money,physical strength

There seems to be wrong notions about wages, prices, investment, development and related issues among the people,political parties, intelligentsia etc.

Some of the wrong/irrational notions are:

i. that if profit is substantial companies’ management can enhance the salaries of top executives exorbitantly rather than think of reducing the prices of products/services in the coming years.( The government should consider imposing a limit on salaries/perquisites of top executives as in the past)

ii. that if there is profit, the companies should share it with employees by giving bonus to them rather than reduce the prices in the coming years or invest the money to produce and employ more

iii.that there should be universal which means additional employment but there should not be inflation

iv.that procurement prices of cereals,milk, eggs etc.should be increased but consumer prices should remain unchanged.

v.that wages of agricultural labourers should keep increasing but prices of vegetables and fruits should not go up

vi.that workers should not be asked to improve productivity but prices of manufactured goods should come down

vii.that wages of workers,drivers,cleaners, engineers,mechanics, office staff etc. should be increased periodically but the train and bus fares, electricity charges,cleaning charges, etc should not be increased

viii.that charges for any service should not be increased but the quality of service should be enhanced.

ix. that people should have more entertainment, comforts, luxuries etc. but need not put in additional labour.
(People do not think that while money not spent on any occasion can be saved and spent on other occasions but physical strength can not be saved for using on some other occasion. It is therefore necessary that one should work as long as possible when the opportunity comes.)

religious,social leaders,writers etc. talk of virtues of people with money giving charity to poor people,but nobody talks of people who are physically strong and healthy, helping physically weak people.

people talk of short duration of prosperity but they do not talk of shorter duration of physical strength.

money not spent can be invested for development, for creating jobs etc. while physical strength not used, for doing work cannot be put to any other use.


Inadequate Government Staff

The majority of government employees in India is not fully devoted to duty. There are avoidable and long delays in rendering services. However, even if all the staff put in 8 hours of devoted duty, there would still be delays and work to attend to. Contrary to widespread belief, there is need for more public service staff.

According to government statistics, the staff strength in various governments in India is as below;

Consider the central government, the Indian Railways and Ministry of Communications together employ about 2.4 million employees. This leaves only 1.0 million employeesto deal with the remaining innumerable issues!

Unfortunately the 5th Pay Commission, instead of recommending an increase in staff strength, has recommended reduction in staff. Malaysia with a population of less than 25 million has government staff strength of 0.85 million. At this rate, India for its population of over1,150 million should have an employees strength of about 40 million, i.e. about twice the present strength.

Canada with a population of about 30 million employs 28.5 million staff in government services at federal, provincial and municipal levels. For central government service, Canada employs 500,000 staff. At a comparable rate in India, the central government should have 16 million employees, but it has less than 4 million. Similarly, the total government and quasigovernment employees should be 80 million against the present strength of 20 million.

During 1995 in Japan, the ratio of civil servants (employees of national and local governments and public enterprises) to the total population was 3.8%.  The ratio was 7.5% in the United States and 9.7% in France, but in India, it was only 2%.

In order to avoid delays and render quick and quality service, it is necessary for India to increase the number of government employees.
